a few days after installation,i think whmcs daily cron was not run normal ,localkey can't to update It is the cause of the problem.

if you touch license problem, we can solved it. It is a bug in the plug-in itself, but other problem is encrypted and cannot be solved, One line of module code has not been modified

ok but what I want to ask is, why are you in version 3.2.0 able to make a VPS while I have an error, I have also done the tutorial that you gave on page 2 of this thread

so in conclusion why can't my version?
